Vehicle count drives server load far more than player count does, so a busy twenty player island with hundreds of parked and driving vehicles asks more of the hardware than a quiet fifty player one.
The server config covers the player limit, traffic density, how long an in-game day lasts, whether modded vehicles are permitted, the admin list and the server name and password. Being precise about the limits, because some hosts are not: there is no payout multiplier, no damage setting and no fuel setting in the dedicated server config. Those are game balance, not server settings, and anyone telling you otherwise has not read the file.
