Anyone who owns the base game can connect to your server. Players who own the Isle of Siptah DLC on Steam can additionally travel to the Siptah region inside the merged Enhanced map. Players without it stay in the Exiled Lands and lose nothing. On Legacy (UE4) servers, the older rule still applies: every player connecting to a Siptah-only server needs the Siptah DLC. Cosmetic and building DLC packs do not gate connections, only the map DLC matters.
