Convoy is American Truck Simulator's multiplayer mode, and a dedicated Convoy server is what keeps a session alive independently of any one player. Drivers join and leave without collapsing the convoy, and your group has a fixed address rather than a lobby that only exists while one person is at their desk.
For map DLC, in practice yes. Drivers without a given map DLC can still connect, they simply cannot drive in those areas, which for a convoy running a route through them amounts to the same thing. Most virtual trucking companies standardise on a DLC set for exactly that reason. Truck and trailer DLC is more forgiving, since it mostly affects what each driver can personally use.
Not the way people expect, and this is the single most useful thing to understand about Convoy hosting. The dedicated server does not run a Steam client and cannot reach the Workshop, and it holds no game or DLC content itself. Instead one player exports a server package from their own copy of the game, listing the DLC and mods the convoy will use, and that package goes on the server. So the content set is defined by a player, not by us, and updating it after a new DLC drops is a step you do rather than something we can automate.
Yes, through that same exported package. Every driver needs a matching mod set, with one exception: mods can be marked optional, and drivers without those can still join. The server defines what the required set is, which is far easier than each driver assembling their own list and finding out at the depot.
Eight is the standard limit and the figure most companies plan around. There is a higher ceiling available for larger convoys, but it needs every driver to change a setting in their own game before they can even see the server, so it is not something to assume will just work for a public group.
