Yes, and so does everyone who joins. FiveM requires a legitimate, activated copy of Grand Theft Auto V on the player's own account. It is not a way around buying the game, and pirated copies do not connect. The server itself does not need a copy of the game, only the FiveM server artifacts and a free Cfx.re licence key.
Forty eight on a free Cfx.re key. FiveM's OneSync is free up to that point, and going beyond it requires a paid Element Club subscription on your own Cfx.re account, not something a host can supply for you. We size our plans around the free ceiling so that what you order is what you can actually run. If you are building a city that needs more, budget for the subscription separately.
txAdmin is the web management interface that most FiveM server owners run: player management, bans, live console, scheduled restarts, resource control and recipe based deployment. It ships with the FiveM server artifacts and we will expose it as part of our FiveM offering, alongside the control panel's own console and file tools.

A quiet server with a handful of resources runs happily in a couple of gigabytes, but a full roleplay framework with jobs, an economy, property, custom vehicles and MDT systems will use considerably more, and it is bound by single thread CPU performance rather than core count. That is why we run high clock speed Ryzen CPUs and NVMe storage instead of high core count server chips.
Yes. FiveM servers are built from resources you control, so any framework, script or asset that runs on a standard FiveM server runs on ours. You get full file access, so installing a framework, importing its SQL schema and adding scripts is entirely up to you.
You will need one, because almost every FiveM framework stores characters, inventories, vehicles and property in MySQL or MariaDB. Managed database provisioning alongside the server is part of what we are building for launch. We are not going to promise it is finished before it is: if it is not ready when the rest of the FiveM product is, this page will say so plainly rather than let you discover it at checkout.
