Open the control panel and go to the Manage tab. Server Name, Server Description, Server Password, Max Players, Welcome Message, Message of the Day, First Person View, Third Person View, Kick on High Ping, Ping Limit, Time of Day Speed and Night Darkness are all there. Save, then restart the server. Settings are applied each time it starts, so a change does nothing until the next restart.

Yes. SCUM's ServerSettings.ini has hundreds of keys and we only put the common ones on the Manage tab. In the Files tab, open config/scum/ServerSettings.ini and add your own lines under "Your additions", starting with the section header the key belongs to, written the way SCUM writes it in its own file. Your lines are kept and applied on every start. Don't edit the copy inside the game folder: it's rebuilt from your settings each time the server starts.

Admins are a list of Steam64 IDs, one per line, in AdminUsers.ini. In the Files tab you'll find it under config/scum-saved/Config/WindowsServer/. If it isn't there yet, start the server once so the game creates its files. Add your ID, save, and restart the server, because the lists are only read at start. After that you type admin commands into the in-game chat, starting with a #. Bans live in BannedUsers.ini in the same folder.

No. SCUM's dedicated server doesn't read console input and has no RCON, so the Console tab shows what the server is doing and nothing more. Admin commands are typed in game chat by anyone on the admin list.

Not right now. SCUM has no mod or Steam Workshop support for dedicated servers, so there's nothing to install. What you can do is change a lot of how the game plays through its settings: the common ones on the Manage tab, and the rest by adding your own lines to ServerSettings.ini.

A few minutes. SCUM loads the entire island before the server is ready, and nobody can join until it has finished. The server's page in the control panel shows it as starting until then, so give it time before you go looking for it in game.

Yes. The Backups tab takes a copy whenever you ask, and a scheduled Backup task on the Settings tab can run it daily, weekly or monthly. Up to 20 backups are kept per server. SCUM keeps the whole world in one database, so a backup carries everything in one go.

Set a Server Password on the Manage tab and restart, and players will need it to join. Leave it empty for a public server.
