Instead one player exports a server package from their own copy of the game, listing the DLC and mods the convoy will use, and that package goes on the server. So the content set is defined by a player, not by us, and updating it after a new DLC drops is a step you do rather than something we can automate.

Yes, through that same exported package. Every driver needs a matching mod set, with one exception: mods can be marked optional, and drivers without those can still join. The server defines what the required set is, which is far easier than each driver assembling their own list and finding out at the depot.

Eight is the standard limit and the figure most companies plan around. There is a higher ceiling available for larger convoys, but it needs every driver to change a setting in their own game before they can even see the server, so it is not something to assume will just work for a public group.
